近期，福建莆田、泉州、厦门发生由德尔塔变异株引发的新冠肺炎疫情，防控形势严峻复杂。为切实扎牢疫情防控网，确保人民群众生命安全和身体健康，现就疫情防控有关要求通告如下：
一、主动报告中高风险地区旅居史。有福建省莆田市、泉州市、厦门市等中高风险地区旅居史的来湖返湖人员，请第一时间主动向所在村（社区）或入住旅店报告，配合做好核酸检测、医学观察等健康管理措施。国内中高风险地区或参照中高风险地区管理的来湖返湖人员严格实行“14+7”健康管理措施；中高风险地区所在市或区县来湖返湖人员严格实行“2+14”健康管理措施；入境人员严格实行““14+7+7”健康管理措施，并落实闭环转运及管理。入境人员在居家健康观察和日常健康监测期间，与其同一房屋共同居住人员，须在该入境人员居家健康观察第７天和日常健康监测第７天各做一次核酸检测，及时排查感染风险。
二、做到非必要不远行。中秋、国庆假期将至，各级机关事业单位、国有企业要加强人员出行管理，暂缓组织赴疫情高风险地区所在省和中风险地区所在市参加公务商务活动和旅游、疗休养。建议市民节日期间尽量市内游、省内游，倡导“非必要不前往疫情发生省份”；确需前往的，要密切关注疫情动态，避免前往中高风险地区所在设区市（直辖市为所在区）和已有本地阳性病例报告的地区。外出全程做好个人防护，尽量不去人员密集场所，减少旅途感染风险。
三、加强人员聚集场所管理。严格落实公共场所防控措施，商场超市、农贸市场、酒店宾馆、餐饮服务、会展、网吧、文体娱乐、景区景点、公共交通、机关企事业单位等场所要加强场所通风和消毒管理，全面实行“测温+亮码+戴口罩”措施。严格养老院、福利院等机构的管理，有境外和疫情风险地区旅居史的探视者不得进入，暂停社会力量入院开展活动。医疗机构严格落实行程码查验制度和住院陪护制度。
四、切实加强学校防疫措施。倡导学校师生员工非必要不出省，确需外出的，必须向学校报备，且不得去中高风险地区省份、不出境。高校返校师生员工和1４天内有中高风险地区所在设区市旅居史的中小学校、托幼机构返校师生员工，返校时要提供４８小时内核酸检测阴性证明；返校后，1４天内有中高风险地区所在设区市旅居史的师生员工，再开展一次核酸检测。家庭应配合学校做好学生及家人的健康监测。入境人员及有国内中高风险地区旅居史的人员，在居家健康观察和日常健康监测期间应避免与家庭中的学生等其他人员接触。
五、全面落实个人防护措施。科学佩戴口罩，勤洗手，不扎堆，不聚集，自觉遵守防疫措施。如出现发热、干咳、乏力等异常症状，应佩戴一次性医用口罩及以上级别口罩，及时到就近的定点医疗机构发热门诊就诊，就诊期间避免乘坐公共交通工具。12岁以上无禁忌症的人员要全程接种新冠疫苗，做到应接尽接，构建全民免疫屏障。

Notice of COVID-19 Epidemic Prevention and Control in Huzhou （NO.33）
Recently, due to a new round of COVID-19 outbreak caused by Delta Variant in Putian, Quanzhou and Xiamen in Fujian Province, the epidemic prevention and control situation has become complicated and tough. In order to effectively strengthen the epidemic prevention and control work and ensure the life and health safety of the public, we hereby issue the following notice:
I. Voluntarily report the travel and residence history in medium & high risk areas. People coming or returning to Huzhou from Putian, Quanzhou and Xiamen in Fujian Province should immediately report to the local community (village) or hotel, take the NAT, medical observation and other health management measures. People coming or returning to Huzhou from medium & high-risk areas will follow “14+7” health management measures (14-day quarantine and 7-day medical observation). People coming or returning from the cities where there exist medium & high-risk will follow “2+14”health management measures. People coming or returning from abroad will follow “14+7+7” health management measures(14-day quarantine, 7-day home medical observation and 7-day health monitoring after medical examination). When the quarantine is over, the closed-loop transfer between quarantine place and Huzhou home place will be strictly implemented. Those who live together with the people released from quarantine shall also take the NAT twice, one on the 7th day of home medical observation and the other on the 7th day of health monitoring, in order to minimize the risk of infection.
II. Avoid the unnecessary travel. Before and during Mid-Autumn and National Day holidays, all government departments and state-owned enterprises should avoid any business or tourism visit to the province(s) covering high-risk area and the city(ies) covering medium-risk area. The citizens are strongly recommended to spend their holidays in Huzhou or Zhejiang and avoid the unnecessary travel plan to the province(s) with epidemic outbreak. If really necessary, please follow closely the epidemic updates and avoid any cities or districts covering medium & high-risk spots with local confirmed cases. Please well take personal protection measures and avoid any crowded places to minimize the infection risk during the trip.
III. Reinforce the management of public places with people gathering. The epidemic prevention and control measures shall be strictly implemented. The places as shopping malls, supermarkets, farmers’ markets, hotels, restaurants, exhibition halls, cybercafés, entertainment venues, scenic spots, public vehicles, public service buildings shall get more ventilated and sterilized, and equipped with “temperature taking, health code checking and mask wearing” measures. The nursing home and charity house will stop receiving the visitors from abroad and epidemic risk areas, and the activities co-organized with non-governmental sectors shall be suspended. For medical organizations, the journey code check and escort regulations will be strictly implemented.
IV. Firming up the epidemic prevention and control measures in schools. We strongly suggest that all school staff and students stay in Zhejiang Province. If visiting another province is really necessary, please report to the school administration and get the permission. Visiting the province(s) covering medium & high risk areas and outbound travel are absolutely forbidden. All college staff and students and all staff and students from the kindergarten, primary and secondary schools having visited medium & high-risk areas within 14 days should provide 48-hour NAT negative report when returning back to school. After returning, one more NAT will be done for those who have visited medium & high-risk areas within 14 days. As the supportive measure to the school, the daily health monitoring for students and other members should be properly done in the family. People entering from abroad or having visited medium & high-risk areas, should avoid any contact with the students and other family members during the 7-day home medical observation and 7-day health monitoring.
V. Practicing well the personal protection measures. Please wear the mask correctly, keep the hands clean, avoid any crowded places and follow other prevention measures. People with fever, dry cough , excessive fatigue or other unusual symptoms should wear disposable surgical mask and immediately go to the fever clinic of the hospital nearby. On the way to the hospital, please do not take the public transport. In order to built up the all-round barrier against novel coronavirus, all people aged more than 12 and without contraindications should get completely vaccinated.
Everybody should contribute in epidemic prevention and control work. All the people in Huzhou should follow voluntarily the epidemic prevention and control measures of our city. Anyone intentionally concealing the itinerary in medium & high risk area, going out without authorization during the health observation at home or breaching other epidemic prevention and control rules shall be investigated for legal responsibility according to the law.
