湖州市新冠肺炎疫情防控工作通告

　　近期，由新冠病毒德尔塔变异株引发的本土疫情不断扩散，国内多个省市出现聚集性疫情，多地升级为中高风险地区，疫情防控形势严峻复杂。为全面落实“外防输入、内防反弹”防控策略，根据国家和省最新防控要求，现通告如下：
　　一、做到非必须不远行。请广大市民密切关注国内中高风险地区信息动态，合理安排行程，不去中高风险地区所在的设区市（直辖市为所在区）和已有本地阳性病例报告的地区。近期非必须不出省，确需出省的，务必严格遵守当地防疫规定，全程做好个人防护。中高风险地区人员应暂缓来湖返湖。中高风险地区所在的设区市（直辖市为所在区）和已有本地阳性病例报告地区的来湖返湖人员，要第一时间主动向村（社区）、单位或入住宾馆酒店报告，全面配合落实核酸检测、医学观察等健康管理措施。
　　二、减少公共场所人员聚集。近期非必要不组织和参加聚会聚餐等聚集活动，尽量不举办或缓办酒席宴会，避免前往酒吧、浴室等空间密闭、人员聚集的场所。旅游景区接待游客量不超过最大承载量的50%，暂停聚集性室内表演活动。影剧院、娱乐场所、网吧、图书馆、美术馆、博物馆等接待消费者人数不超过核定人数的50％。宗教活动和民间信仰活动场所内参加活动的人数不超过场所容纳规模的60%。暂时关停棋牌室、麻将房、桌游室等室内密闭休闲场所。
　　三、加强人员聚集场所管理。严格落实公共场所防控措施，商场超市、农贸市场、酒店宾馆、餐饮服务、旅游会展、文体娱乐、景区景点、公共交通、机关企事业单位等场所，要严格实行“测温+亮码+戴口罩”措施，居民小区要严格查验出入人员健康码。严格养老院、福利院等机构的管理，有境外和疫情风险地区旅居史的探视者不得进入，暂停社会力量入院开展活动。
　　四、强化大型会议活动主体责任。近期非必要不举办大型会议、展览展销、文艺演出、赛事汇演等各类大型聚集性活动，确需举办的，按照谁举办谁负责的原则，主办方要切实履行疫情防控主体责任，制定疫情防控工作方案，合理控制人数，落实防控举措。
　　五、规范医疗就诊行为。倡导分时段预约就诊，出现发热、咽痛、流涕、鼻塞、干咳的，应及时到发热门诊就诊，切勿自行到零售药店购买退热止咳药品。在发热门诊就诊的患者请配合开展核酸检测，核酸检测阴性结果出具后方可离开医院。住院患者和陪护人员入院时提供3天内核酸阴性证明；住院期间非必要不陪护、不探视，确需陪护的固定1名陪护人员；陪护人员在陪护期间不串门、不聚集，非特殊原因不离开住院病房。
　　六、尽快全程接种新冠病毒疫苗。未接种新冠疫苗的尽快就近接种，未全程接种疫苗的尽早完成剩余剂次接种。12-17岁人群根据学校安排或社区通知尽早接种。
　　人心齐，泰山移；疫情防控，人人有责。请广大市民牢固树立“每个人都是自己的第一健康责任人”意识，主动配合，群防群治，共同构筑起“外防输入、内防反弹”的严密防线。您的理解和支持是我们守护全市安全，做好常态化疫情防控工作的最大底气。

Notice of COVID-19 Epidemic Prevention and Control in Huzhou
(NO.32)

　　Recently, due to a new round of COVID-19 outbreak caused by Delta Variant, cluster epdemic has been found in several cities and provinces, many places have been listed as medium & hign-risk areas, and the epidemic prevention and control situation has become compicated and grim. In order to fully implement the epidemic prevention and control strategy by focusing on both the prevention of imported cases and a rebound in indigenous cases, we hereby issue the following notification in accordance with the latest national and provincial prevention and control requirements:
　　Ⅰ. Cancel unnecessary travel. Please follow the updates about the medium & high-risk areas in China, make appropriate arrangements for your trip and avoid travelling to the cities or districts of municipalities where the the medium & high-risk areas are located or local positive cases have been reported. Please don’t travel outside Zhejiang Province unless necessary. if you have to, please step up self-protection and follow the local epidemic prevention and control measures. Those who are now in medium & high-risk areas should postpone the date of coming or returning to Huzhou. People coming and returning to Huzhou from the cities or districts of municipalities where the the medium & high-risk areas are located and local positive cases have been reported should immediately report to the local community (village), employer or hotel, and cooperate in receiving the nucleic acid tests and undertaking certain health management measures.
　　Ⅱ. Reduce gathering in the public places.  Please do not organize and participate in gathering activities such as parties and dinners if it is not necessary. Try to cancel or postpone the holding of banquets, and avoid going to bars, public bath houses and other places with a closed space and crowds. The number of tourists received in the scenic spots should not exceed 50% of its maximum capacity and indoor performance events should be suspended. The number of visitors received by cinemas, entertainment places, Internet cafes, libraries, art galleries, and museums should not exceed 50% of its approved limit. The number of people attending religious activities or worship ceremonies should not exceed 60% of the capacity of the venues. Leisure activity spots with confined space such as chess & poker rooms, mahjong rooms, table game rooms should be shut down.
　　Ⅲ. Strenghen management of pubulic places with crowds. Strictly implement the prevention and control measures in public places. People should accept body temperature measuring, show the health codes and keep wearing facial masks at key public sites, including shopping malls, supermarkets, farmers' markets, hotels, restaurants, tourism exhibitions, sports and entertainment areas, scenic spots, public transports, government organs, enterprises and institutions etc.. Health codes should be checked on entering residential areas. Strengthen the management of nursing homes and welfare homes. Visitors coming from abroad or risky areas should not be allowed in and indoor activities organized by non-governmental sectors should be suspended.
　　Ⅳ. Strengthen the primary responsibiliy of the host of large-scale conferences and events. Suspend unnecessary large-scale conferences, exhibitions, artistic performances, contests and other gathering activities. If the events are really essential, the organizers should bear the main responsibility of epidemic prevention and control, make the epidemic prevention and control work plan, reasonably control the number of participants, and implement the epidemic prevention and control measures.
　　Ⅴ. Regulate hospital and clinic visits. Medical treatment reservation in staggered hour is strongly recommended. If any symptoms as fever, sore throat, running nose, blocked nose, dry cough occur, immediately visit the outpatient fever department at the hospital. Never go to the drug stores for antipyretics or cough medicine without seeing the doctor. Patients visiting the fever clinic should accept the nucleic acid tests and should not leave the hospitals until they get the negative reports for the tests. All the hospitalized patients and their attendants shall provide negative nucleic acid certificate within 3 days upon admission. Avoid unnecessary nursing care or visits while in the hospitals. One fixed attendant is allowed if really necessary and he or she should stay in the ward and not join in any kind of gathering or visit other wards .
　　Ⅵ. Receive vaccination as early as possible. Those who have not been vaccinated are advised to have the inoculation as early as possible at the vaccination site nearby. Those who have not finished the whole inoculation process should receive the remanining jabs as early as possible. Those aged between 12 and 17 should get vaccinated as early as possible according to school arrangements or community notification.
　　When people work with one mind, they can even remove Mount Taishan. Facing the epidemic, everyone of us should take the responsibility. We are always the first responsible person for our own health. Please actively take epidemic prevention and control measures and build a tight defense against the epidemic with our joint efforts. Your understanding and supports is the biggest confidence for us to fight against the epidemic and safeguard the security of the people.
