关于加强近期新冠肺炎疫情防控工作的通告（第26号）

Announce on Strengthening the Recent COVID-19 Prevention and Control  (No.26）

近日，北京市出现本地新冠肺炎聚集性疫情，突发公共卫生事件应急响应级别由三级调整为二级，疫情防控形势严峻。为进一步落实"外防输入、内防反弹"防控策略，巩固湖州疫情防控成果，现就进一步落实疫情防控常态化措施、做好近期疫情防控工作通告如下：

Recently, a domestic group  infection of COVID-19 occurs in Beijing. The level of emergency response to public health emergencies has been adjusted from level 3 to level 2. The epidemic prevention and control situation is severe. In order to further implement the prevention and control strategy of

blocking the virus outside and eliminating the virus inside, and consolidate the epidemic prevention and control achievements in Huzhou, the normalized daily measures and work notice for epidemic prevention and control are hereby announced as follows to the public:
一、5月30日后到过北京新发地批发市场、京深海鲜批发市场、顺鑫石门批发市场、怀柔区万星农副市场、平谷区东寺渠农副产品市场、朝阳区松榆东里市场和中国肉类食品综合研究中心的人员要立即主动向社区申报，并接受14天集中隔离医学观察。

1. People who have been to Beijing Xinfadi Wholesale Market, Jingshen Seafood Wholesale Market, Shunxin Shimen Wholesale Market, Wanxing Farm Market in Huairou District, Dongsiqu Farm  Market in Pinggu District, Songyu Dongli Market in Chaoyang District and China Meat Product Comprehensive Research Center should immediately report to the community, and accept 14 days of medical isolation and observation at designated places.

二、14天内北京市等疫情中高风险地区 （根据疫情实时调整，以区、县为单位）来湖返湖人员，要主动向社区申报，在湖本地无固定居所的，接受集中隔离医学观察；对在湖本地有固定居所的，可采取集中隔离或居家隔离医学观察。解除隔离医学观察前均须按规定进行2次新冠病毒核酸检测、1次血清抗体检测，符合解除医学观察标准的方可解除隔离。

2.People who have visited the medium or high risk areas (based on real-time adjustment of the epidemic situation) such as Beijing within 14 days should initiatively report to the community. People who have no fixed residence in Huzhou should be subject to isolation and medical observation at designated places and those who have fixed residences in Huzhou should accept home isolation or quarantine and medical observation at designated places. Only those who pass the nucleic acid tests twice and meet certain medical standards could be discharged from medical observation and quarantine.
三、14天内北京市其他地区来湖返湖人员要主动向社区申报，第一时间就近前往综合服务点进行核酸检测，减少外出不聚集，并自我健康监测14天，有发热等异常情况做好防护及时就医，并向社区报告。

3.People who have visited other areas of Beijing within 14 days should take the initiative to report to the community, take nucleic acid test at the nearest comprehensive service spot immediately, reduce going out, avoid gathering, and carry out self health monitoring for 14 days. Seek for medical help and step up protection measures if a fever or other abnormal situation occurs, and report to the community.

四、加强重点场所精准管控。农产品批发市场、农贸市场、商场、超市、医疗机构等重点场所要落实疫情防控主体责任，坚持"亮码+测温+戴口罩"管控措施；严格落实环境清洁、通风消毒等日常防控措施，规范垃圾分类管理，科学使用空调；强化档口、案板、器具物表面、食品储存冰箱或冷库内表面等重点区域的清洁消毒工作。

4.Strengthen precise control on key sites. It should be clear who bears the main responsibility of epidemic prevention and control at the wholesale markets for agricultural products, farmers' markets, shopping malls, supermarkets, medical institutions and other key sites. The control measures of showing health code + measuring temperature + wearing masks should be continued. Strictly implement the prevention and control measures, such as environmental cleaning, ventilation and disinfection. Standardize garbage classification management and air condition using. Strengthen the cleaning and disinfection of key areas such as the stall, chopping board, utensil, and food storage refrigerator.

五、加强个人防护。养成良好的饮食卫生习惯，暂不生食海水产品，处理食物前后要洗手，食物要烧熟煮透；前往农产品批发市场、农贸市场、商场、超市、医疗机构等人群聚集场所和乘坐公共交通工具应佩戴口罩；进小区要接受测温、主动亮码。建议市民（单位）近期非必须不前往北京，非必要不邀请北京人员来湖。

5.Step up personal protection. Keep good dietetic hygiene habits. Do not eat raw seafood during this period, wash hands before and after handling food, and cook food thoroughly. Wear facial masks when going to wholesale agricultural products markets, farmers' markets, shopping malls, supermarkets, medical institutions and other places where people gather and when taking public transportation. Accept temperature measuring and show health code when entering the residential quarters. It is suggested that citizens and organizations do not visit Beijing or invite anyone from Beijing to visit Huzhou in this period if not necessary. 

六、深入开展以"清洁环境、控制四害、防控疾病"为主题的夏秋季爱国卫生专项行动。单位和个人要积极参与环境卫生综合治理，清理房前屋后卫生死角、坑洼积水，推进农村"厕所革命"，全面清除"四害"，提升防病意识和防病能力。

6.Launch a special environment cleaning-up action for summer and autumn to control the spread of rats, flies, cockroaches, and mosquitoes, and prevent the disease. Any organization and individual should actively participate in the comprehensive treatment of environmental sanitation, cleaning up every corner and spot surrounding the houses, promoting the toilet revolution in rural areas, and enhancing the awareness and ability of disease prevention.

七、市民要积极配合属地防控工作，对涉嫌故意隐瞒健康状况和重点地区旅居史、接触史，拒绝接受集中隔离等防控措施，扰乱疫情防控工作正常秩序等行为的，依法追究相应法律责任。

7.Every citizen should actively cooperate with the local disease prevention and control. Those who are suspected of deliberately concealing their health status, travel history and contact history in affected areas, refusing to accept quarantine and other prevention and control measures, or disrupting the normal order of epidemic prevention and control, shall be investigated for corresponding legal responsibility according to law.
