为了进一步为境外人员在湖购买商品房提供便利，近日，市外办、市住建局和市国安局共同编印了中英文的办事流程手册，发放给有需求的人员使用。

         关于境外人员购买商品房办事流程

         Procedures for Overseas Personnel to Purchase Commercial Housing

          一、新建商品房 Newly Built Commercial Housing

第一步：境外购房人至楼盘选购意向房屋；

          Step 1: Overseas buyer and the real estate development company shall confirm the purchase intention.

第二步：开发企业向市国安局申请"商品房外销审查"（可通过"浙江政务服务网"网上申请/国安局现场申请），并取得同意外销证明。

        Step 2:  The real estate development company shall apply for the inspection on sale of commercial housing to overseas personnel to the Huzhou National Security Bureau and obtain the approval certificate.(Online application can be made through website of Zhejiang Government Affairs Service or on-site application at Huzhou National Security Bureau.)

       需要提交的资料为：商品房涉外销售申请表、单位营业执照（正本原件扫描件）、项目总平面图（原件扫描件）、商品房预售证（原件扫描件），其中商品房涉外销售申请表需建设局盖章。

        Materials to be submitted: Application Form for Sale of Commercial Housing to Overseas Personnel, a scan of the original copy of business license, a scan of the original copy of general layout of the real estate project, and a scan of the original copy of pre-sale certificate of commercial housing. Application Form for Sale of Commercial Housing to Overseas Personnel should be sealed by the Huzhou Housing and Urban-Rural Development Bureau.

第三步：境外购房人向市国安局申请"境外个人购房审查"（可通过"浙江政务服务网"网上申请/国安局现场申请），并取得同意购房证明。

         Step 3: Overseas buyer should apply for the inspection on housing purchase by overseas personnel to the Huzhou National Security Bureau and obtain the approval certificate. (Online application can be made through website of Zhejiang Government Affairs Service or on-site application at Huzhou National Security Bureau.)

         需要提交的资料为：境外个人购房申报表、申请人身份证照（原件扫描件）、商品房预售证（原件扫描件）。其中《商品房预售证》的"境外预售建筑面积"一栏内，须注有发证单位核准的外销面积数额。

         Materials to be submitted: Declaration Form of Housing Purchase by Overseas Personnel, a scan of the original copy of identify certificate, a scan of the original copy of pre-sale certificate of commercial housing. In the blank of area of pre-sale commercial housing to overseas personnel of the pre-sale certificate, the amount of area for sale of commercial housing to overseas personnel approved by license-issuing institution must be noted.

第四步：境外购房人与开发企业签订商品房买卖合同。

          Step 4: Overseas buyer and real estate development company shall sign a purchase and sale contract of commercial housing.

           二、存量房Stockpile of Unsold Housing

第一步：境外购房人选定意向购买的房屋；

           Step 1: The overseas buyer and the seller shall confirm the purchase intention.

第二步：境外购房人向市国安局申请"境外个人购房审查"（可通过"浙江政务服务网"网上申请/国安局现场申请），并取得同意购房证明。

         Step 2: Overseas buyer should apply for the inspection of housing purchase by overseas personnel to Huzhou National Security Bureau and obtain the approval certificate. (Online application can be made through website of Zhejiang Government Affairs Service or on-site application at Huzhou National Security Bureau.)

           需要提交的资料为：境外个人购房申报表、申请人身份证照（原件扫描件）、房屋产权证（原件扫描件）、房东身份证照（原件扫描件）；

           Materials to be submitted: Declaration Form of Housing Purchase by Overseas Personnel, a scan of the original copy of identify certificate, a scan of the original copy of housing ownership certificate, a scan of the original copy of identify certificate of the housing owner.

第三步：境外购房人与出卖人签订二手房买卖合同。

          Overseas buyer and the seller shall sign a purchase and sales contract of second-hand housing.

         备注：

        一、 身份证明（外文文本的申请材料应当翻译成汉字译本，并对汉字译本的真实性负责,中文译名应保持唯一性，应以不动产权证登记为准。）

        Ⅰ. Identify Certificate

         ( If the identify certificate is in foreign language, it should be translated into Chinese and the applicant should be responsible for the authenticity of the Chinese version. The Chinese translation of the name shall remain consistency and shall be subject to the registration of real estate certificate.)

        1.香港、澳门特别行政区自然人：提交香港、澳门特别行政区居民身份证、护照，或者来往内地通行证；

        1. Natural persons from Hong Kong and Macau Special Administrative Regions shall submit the resident identity cards of Hong Kong and Macao Special Administrative Regions, passports, or travel passes to and from the mainland.

         2.台湾地区自然人：提交台湾居民来往大陆通行证；

         2. Natural persons from Taiwan shall submit the Mainland travel permits for Taiwan residents.

         3.华侨：提交中华人民共和国护照和国外长期居留身份证件；

         3. Overseas Chinese shall submit the Chinese passports and the permanent residence certificates in foreign countries.

         4.外籍自然人：中国政府主管机关签发的居留证件，或者其所在国护照。

         4. Foreigners shall submit the residence certificates issued by the competent authorities of Chinese government or passports of their own countries.

       二、外销房源是否为可售区域以市国家安全局审批为准。

       Ⅱ. The approval of the Huzhou National Security Bureau shall prevail as to whether the house belongs to the area permitted to be purchased by the overseas personnel.
