How to make health declaration at entry and exit?

国务院联防联控机制发布会：

所有出入境人员都必须进行健康申报，海关在口岸对申报内容进行审核，严格排查有没有症状，有没有在14天内到过疫情发生的地区或者是国家，以及有没有接触史。申明卡翻译成了十种以上的语言，并且专门开发小程序，出境人员在到达口岸之前就可以使用手机来进行填报，生成二维码，在口岸扫码验放，实现“网上报，码上通”。

All arrivals must make health declaration. The customs will examine and verify the declaration at port, strictly checking whether there are any  symptoms of COVID-19, whether they have visited countries or regions  with large number of infected cases within 14 days, and whether they have any close contact with COVID-19 patients. The declaration card has been translated into more than ten kinds of languages and a mini handphone program has been developed for the travelers to fill in a form and submit before their arrival at the port. As soon as one complete the declaration online, a QR code will be generated on handphone which can be scanned by the staffs of port who will permit the pass.

“三查”是百分之百查验健康申报，全面开展体温监测筛查，严密实施医学巡查。发现有症状的，或来自疫情较严重国家和地区，或接触过确诊、疑似病例的，严格实施“三排”：流行病学排查、医学排查、及实验室检测排查。

“一转运”是对“三排”中判定的确诊、疑似病例，有症状人员、密切接触者落实转运、隔离、留观等措施。

We will strictly follow the examining and transfer procedure.

For all the arrivals, we will check every single heath declaration, and carry out overall body temperature monitoring and medical inspections. For those who have symptoms, or come from countries or regions with severe epidemic situation, or have contact with confirmed or suspected cases, we will carry out epidemiological, medical, and laboratory testing screening. For those who have be judged as confirmed or suspected cases, cases with symptoms or close contact through the screening, we will implement the measures of transfer, isolation, or medical observation.

We will strengthen the ventilation and disinfection of aircraft and airports, take temperature for all arrivals, step up personal protection and health management of front-line personnel, including crew members and security personnel, and issue timely prevention and control guidelines for airlines and airports. In view of the current situation of epidemic spread in some countries and regions, Civil Aviation Administration has developed differentiated epidemic prevention and control measures in different regions. Do not use chemical disinfectants to sanitize indoor air in the presence of humans.
