近日召开的中共中央政治局会议提出，要实施好积极的财政政策和稳健的货币政策。财政政策要加力提效，继续落实落细减税降费政策。
　　Proactive fiscal policy and prudent monetary policy should be well implemented, according to the meeting of the Political Bureau of the Communist Party of China Central Committee. Fiscal policy should be strengthened and made more effective, and the tax and fee reduction policy should be implemented more thoroughly, the meeting statement said.

　　稳健的货币政策是指根据经济变化的征兆来调整政策取向，当经济出现衰退迹象时，货币政策偏向扩张；当经济出现过热时，货币政策偏向紧缩。最终反映到物价上，就是保持物价的基本稳定。稳健中性的货币政策是一种“不紧不松”的中性态势。在我国货币政策操作实践中，货币政策取向由紧到松可分为“从紧”“适度从紧”“稳健”“适度宽松”和“宽松”五个区间。在“稳健”货币政策的区间之内，根据货币政策操作的力度，又可以将货币政策取向进一步细分为三个小区间，即“稳健偏从紧”“稳健中性”“稳健偏宽松”。稳健中性就是将货币政策保持在“稳健”区间内的“稳健中性”小区间。
